I’d recommend doing some map modifications to make it more Hyrulian. That's definitely a good way to go about it. Do you mean just using a full-on map of Hyrule, such as in appendix E of the module, or to alter the main (Nentir Vale) map to change it's location names--such as changing Hammerfast to Goron City, etc? Could you explain why that would be a better option? My idea was to keep the Nentir Vale map original, though have in-game Hyrulean name references.
